I assume you're talking about child seats- rather by age it is by height and weight. Infant and toddler need to remain rear-facing as long as possible about 30-35 lbs and one inch from shell. Toddlers then should be forward facing in a 5-pt harness to at least 40 lbs or their shoulders are above the top slots or ears are atop seat shell, then a child can move to a extended harness (safer) or to a booster to 4'9 from 80-100 lbs. But every person needs to be buckled the car.
