They don't nessicerily have to be a certain age, just a certain height. A good age is around 10 though. By then they should be tall enough to sit in the front seat. This is because if a child is under-height and the car was to crash, then the airbag could actually kill the child by breaking their neck.

That depends on how old of a child. If the child is in a car seat or booster seat, then no. Studies and actual accidents have shown that children and infants can be beheaded in the front seat if airbags deploy. The child needs to be buckled in the back seat, center if possible.
