Although there is no law that prevents youngsters from sitting in the front seat of a vehicle, the safest place for a child in a car is in a rear seat, properly buckled into a child safety seat or a booster seat. Air bags don't replace child safety seats and may increase the risk of serious injury to children. In the UK yes, but if they are under 140 centimetres tall, they are required to use a booster seat/child seat. (But that goes for the back of the car, as well as the front).
It varies by state. In California it is 7 years old or 4' 9" tall without a car-seat.
I don't know about Texas, but a child has to be 100 pounds to be in the front seat in NY. There is no sense in putting them there unless you are sure. They need to be protected.
