Firstly, disease. The bubonic plague was not yet over so vagabonds could easily spread this as they travelled from village to village . Secondly, idleness was a problem for the people of Elizabethan times. People believed God intended for everybody to work, and if they didn't, it was the Devil's doing. Therefore, they should be punished. Another problem was rebellion. Elizabeth thought they were a problem because they could easily start an organised rebellion (which they did). And because England was a Protestant country, Catholics would use these vagabonds to rebel in return for food or water. In addition, theft was a major problem. These vagabonds had no means of surviving so resorted to stealing. Hope this helps
