If the 16 year old has sufficient income, yes.

There is no age limit on who has to pay income taxes.

Even if the 16 year old is not required to pay income tax, he can file an income tax return to get back any withholding that was taken out of his salary.

Refer to Tables 1, 2, and 3 on pages 2, 3, and 4 of Publication 501 to determine if you are required to file a federal tax return:

Since a 16 year old will probably be a dependent of his parents, tables 2 and 3 will apply.
