Neighbors will surely understand that you are standing (errr, kicking?) on principle and will not mind the slight chance of pneumonic plague from the rodents who will enjoy your offering to the local wildlife habitat and eagerly take up residence.

Oh, wait, you want to know if you could be embroiled in the *legal* system, without regard for the environmental or medical consequences, if you decide to proclaim that you did not generate this particular trash and therefor would rather kick it into a neighborhood display panorama than kick it into a container for proper disposal.
