Interesting question. Both states would have to amend their constitutions to be the same and to include the other state's counties and other entities, not to mention combining their state agencies in all three branches. They would lose two senators, although how that would happen may ultimately be up to the US Senate. The united states would share representatives, and undoubtedly there would be some interesting redistricting issues. Again, the House of Representatives would ultimately have to decide to accept the proposed representatives. Special elections would probably have to be held for all now-combined state and federal offices.

I doubt any two states separated geographically would be able to merge successfully, and I doubt any two states would want to merge.

How many years must a resident consecutive before becoming president of the US?

I think you mean, "how many years must you be a resident of the United States in order to become president?". You must be a natural born citizen of the United States in order to become President of the United States. Foreign-born persons may be elected to public office, but may not become president. Arnold Schwarzenegger was born in Bavaria, Germany, but has become the Governor of the state of California in the United States. He became a citizen of the United States, but because he was foreig-born, he may never become president.

What allows States to split their electoral votes to mirror the popular vote within the particular State?

The U.S. Constitution states that a state may appoint its electors "... in such Manner as the Legislature thereof may direct..." They just have to want to. The problem is that the majority party does not want to give up the extra votes, and the minority party does not have enough votes in the state legislature to change the rules.

Yes, it would be possible for North Dakota and South Dakota to become one state. However, this is very unlikely to happen. Article 4 section 3 of the US Constitution says that states may be formed by the junction of two states only with the approval of both state legislatures and the US Congress.
