According to the California Driver's Handbook, issued by the California Department of Motor Vehicles, you may obtain your learner's permit without prior driver's education training at the age of 15 1/2. However, you may not obtain your driver's license until you reach your 18th birthday (as you still must have your permit for six months or until you reach 18). If you are over the age of 17½ you do not need to take driver's education or driver's training in order to apply for your permit.

But if you live on a farm and only intend to drive ON THE FARM, you can get it at 14 years age. This also is in the handbook mentioned above, but you did not indicate WHICH state you live in...
