Like any medical procedure if the procedure is botched and it causes you damage you can sue.

it is an interesting point when you consider that most circumcisions are done to children who can not give informed consent to having this done to their body's. The operation according to all medical reasoning is not needed in the first place and has more in common with female genital mutilation then any medical procedure. So instances will start to come up where young men will claim they were mutilated by their parents appointed doctors and that these doctors did not inform the parent's properly of the harm that is done even in the case of a circumcision that is done as intended. In the US a child under the constitution has the right to expect that they be protected from physical abuse by the state and its law. The law is there butt it is not being enforced.
