Not necessarily. Your safest course of action is to find cover and concealment. This is a military training philosophy, and is actually pretty wise. Consider that most active shooter incidents have involved heavy pistols, and assault weapons. The rounds from these weapons have one major element in common, they have high penetrating power. That is, they will travel easily through relatively sturdy materials. You need to find cover (a protective barrier) behind solid material, preferably a steel security door, precast wall, a cinderblock wall will help especially if there are cabinets also between you and the shooter. Concealment is easier, and can actually provide you more security than cover, although WILL NOT provide you protection from gunfire. Concealment is exactly what it sounds like, something behind which you can hide.

If you are hiding, rather than actively attempting to avoid the shooter, remain still and silent. Do not present a target. It is difficult to hit what you cannot see.

Do not, under any circumstances run from the building while it is under attack. It is a common terrorist strategy to "startle and funnel the birds." What this essentially means is that attackers will create noise or minor destruction in one area with the intent of driving the multitude directly into the jaws of a much larger and more devastating attack. Be smart, stay alive. Just because an escape route might appear to be clear does not mean it is.
