Inattention in driving refers to a lack of focus or awareness of the driving environment, which can lead to dangerous situations. It may occur due to distractions, such as mobile phone use, adjusting the radio, or conversing with passengers. This decreased attention can impair a driver's ability to respond to changing road conditions, other vehicles, or pedestrians, significantly increasing the risk of accidents. Ultimately, inattention compromises overall road safety for both the driver and others on the road.
Not at all. Some people have ADD or ADHD which stand for Attention Deficit (hyperactivity) Disorder, which means they have an extreme lack of attention. Some people have valid reasons for not paying attention, like they're tired, or haven't had coffee yet. But no, it's not at all disrespect, if anything, it's merely something that you should just remind them about.
Distracted driving is bad because distractions take your attention away from the very important task of driving. During a split second of inattention, you could place yourself and others in danger and not be aware enough to avoid an accident in time.

The driving task is primarily a thinking task. You must use all of your senses in order to drive, and while it may not seem like it, you are really using your brain when behind the wheel.
Whatever the percentage of dedication to the driving task it takes to minimize driving errors and maximize awareness and good decision-making, that is the appropriate percentage. For most people, this is 100%. Although, in reality, most adults probably apply around 75%. Teenagers around 25%.
