Just got pulled over for this. Cop said it was a moving violation, $160 and 3 points. I said I didn't know and he let me off (thank god) but first made me turn my main lights on and off to prove that I could see better with them.
If the officer who observes it believes that it is a distraction to your driving, he can issue a ticket for it and you can defend your actions in court.
If it impedes your ability to clearly see all of the roadway ahead during night operations of the car, then yes, it would be illegal. Reflections on the inside of the side windows and the windshield, will impair your ability to see other objects on the road, for instance a young bicyclist with no reflective clothing or lighting. Turn off the dome light - get on with driving.
YES most states its considered a distraction.
The answer to this question will depend upon the jurisdiction in which the conduct occurs.

(in the US) If the light is 'directional' (e.g.: a reading light only for the passenger) no, probably not. However, if it is a light for the general illumination of the car's interior, it could be considered a distracting element which destroys the driver's night vision and might be considered an "obstruction to vision." So while it may not be illegal (per se) to have an interior light lit while driving, the condition that it may cause (or lead to) is.
It doesn't have a dome light... it's a map light, #105
