That's Hollywood. Nobody knows if Jack The Ripper wore a cloak or anything else. Cloaks were popular men's wear in the Victorian Age so I can imagine that is where the cloak and top hat image came from. Unless a bloody cloak was left at one of the crime scenes there would be know way to tell what the Ripper wore. In all probability, the Ripper would have worn clothes that would have let him blend in. The alternative would have been detection.

Jack the Ripper was never caught and identified so there is no way to know the identity of his comrades. From the crime scenes and nature of the murders it is very unlikely that the Ripper had any help. The majority of serial killers work alone, the Ripper was almost certainly alone in his crimes.
I'm fairly sure there are no headquarters for The Ripper. There are what is known as 'Ripper walks' which include a history of the killer and his crimes and a walking tour of the actual crime scenes, or what is left of them.

Since Jack The Ripper was never caught we have no way of knowing if he was 'Gothic' or not. But the term gothic is a modern trend, unheard of until the late 20th century, I doubt that JTR was.
Jack The Ripper was not caught because police did not possess the tools needed to catch this kind of killer. No way to analyze blood and fibers. No crime scene preservation. No criminal profiling. No computers, ect. These are how modern serial killers are caught.because they had insufficient devices as we do now, after all it was nearly 100 years ago!!!
