There are so many regulations that one person cannot know all of them. There are even instances where one agency's rules are counter to another agency's. And then there's something called "regulatory discretion" which an agency decides whether or not to enforce a rule in any particular situation - or ever! So you have rules on the books that are never used or get pulled out to make an example of someone.

Efforts to make government agencies more efficient, effective and accountable to the people is not a dismantling, but an effort to return government's involvement in our everyday lives to a sane level.
