It's not a commercial vehicle under the FMCSA's definition, even when used on a for-hire basis, unless it's carrying a quantity of hazmat which requires the display of placards. As for whether or not you need commercial tags, that's going to depend on the laws of your state. You need to contact your state's DMV to determine what their policy on this is.

Additional aside: Certain "parkway" and "throughway" agencies/authorities (I am aware of at least two in the northeastern US) classify trucks of this size as "commercial" vehicles, and can restrict them from passage on their highways whether they are engaged in commercial use or not.
