Is a Seller responsible for problems in a property after he sells it?

Under certain circumstances a former may be responsible for problems with the property after it's sold. For example, if there was not disclosure of an existing problem that causes damage such as a cellar that floods every time it rains. One recent case was discussed where it was determined that the prior owner had an expensive makeover of the basement done to hide water seepage problems and sold the home during the winter. In the spring it got all wet and stinky and the damages will be costly.
