It depends upon how the national laws are worded and the definition of firearm. In some countries a firearm is definied as a device capable of launching a metal projectile through a metal barrel, in other places it may require the use of chemical reaction (gunpowder) or air to launch the projectile. In UK coil spring guns are lumped in with air guns and fall outside the Firearms Act, but it is still an offence under the Anti-Social Behaviour Act 2003 to carry an airgun in a public place without good reason and an offence for a person under 17 years to be in possession of an airgun.

The Law can be vague about this. But most of the time "NO" because there is no powder or firing cap involved. Therefore the ATF doesn't require a permit or even consider the BB gun a weapon. However local laws do (At Times) cover the use of air guns locally. So even if the Feds say "No" local laws may say, "Yes." Some states require a permit to oun and air gun or to purchase an air gun. Most states don't.
