While some state laws specifically permit company employees without a CDL to operate CMVs on the company property, the FMCSR states in no uncertain terms that someone who does not possess at least the corresponding class of learner's permit may not be in actual physical control of that vehicle. You wouldn't get ticketed on private property, but if some incident occurred which resulted in an insurance claim, the insurance company might try to deny the claim on the grounds that the operator was not qualified.
