The State may do so after notice to the obligor, yes.
Most private loans can not be reported to your credit report. This is because the system can be manipulated and the person would need a CRA to report it.
A person can improve their scores at each credit bureau by monitoring their credit reports at each bureau, paying their bills on time, living within their means, guarding against fraudulent use, and keeping accounts updated.
By not paying your bills as agreed. Keep in mind that bad entries are reported to the credit bureau if you are over 30 days late from making a payment but make sure that you payment get posted prior to 30 days. Example if you have a car note and its due on the 9th of each month, it will not get reported to the credit bureau unless a payment is not posted by the 8th of that next month as long it will not go over 30 days. You will have to pay late fees but it won't affect your credit. Source: Credit Bible by Phil Turner.

Tax lien will show paid--it won't be removed unless it was there in error or you have gone to court and had a judge state that it has to be removed.AnswerWhen a tax lien is removed because it's paid, the credit agency that reported it can be advised. Go to your local IRS office with the information and they can notify the credit bureau that has reported the lien on you. This happened to me once and the IRS updated the lien information with the credit bureau. I did all this person-to-person, it worked better than the telephone. Having an authorized user card does not help the authorized user's credit bureau score. ie) if I had good credit and I gave someone an authorized user card, that person's purchases would be on my statement and I would be responsible for the other person's purchases. If I don't pay for the other person's purchases, it would reflect on my credit bureau negatively as not paying on time and be charged interest.
It does require a court order.
When a co-signer has to pay a debt for a person, that person's credit will suffer because they were the initial person the lender wanted the money from. It is possible to ask for proof that the debt was paid and send it to the reporting credit bureau to clear a person's name, but it is not always easy to get this type of debt removed from a credit report.
