Tim Notke doesn't appear to have any works beyond the frequently quoted maxim "Hard work beats talent when talent doesn't work hard;" in fact I would challenge you to prove he ever existed.

In any case, if he existed, and assuming he lived in any of the member countries of the World Trade Organization, and if he has a body of creative works, they would automatically be protected by copyright as soon as they were fixed in a tangible medium, for the duration of his life plus at least 50 years.
