While it may not be illegal for a journalist to use unethical methods per se, sometimes using unethical methods end up leading journalists to break the law without them knowing it sometimes but if and when they are investigated for using unethical methods it is found out that they broke the law in the process, they can be held liable for whatever happened for using the unethical methods.

But, just because it is unethical sometimes, it is not necessarily illegal.
