Not in most "Western" countries. In nations such as the USA, Great Britain, France, Spain, and many others, being transgender is not only completely legal, but is also increasingly accepted by society.

However, in some areas of the world where it is almost universally seen as immoral, as well as areas where individuals do not have the same rights as certain democratic countries, being transgender can bring about so much discrimination against an individual that social pressure is high enough that it seems like it is effectively illegal. However, in terms of laws, it isin fact legal in most countries of the world.
