It is not legal for your neighbor to lean over his fence and take pictures, however, a district attorney would not prosecute this offense. It is best to talk to your neighbor about this and then seek legal advice if you can't work it out.

I suppose your neighbor could legally take a picture if he can see the contents of your garage from the street or from his property. If your garage is an eyesore to the neighborhood, he could use a picture as evidence to report you.

Not those areas which are normally open to public view (i.e.: front or side yard, etc). However, it becomes somewhat different when photographing other areas of your neighbors property (i.e.: backyard or patio or deck area) where they may feel, and believe, they have a reasonable right to privacy. Your Photography, if taken to extremes, could be seen as a form of "stalking."

It depends on if the person is in a public space. "The expectation of privacy" means you can't take a picture through the window of someone else's home, even if you are on your property.
