Maybe. "Abuse" is does not have a precise meaning. Instead, it depends on the totality of the situation.
In the US, it is illegal to tattoo a child at 13, even with parental consent in most (all?) states. Assuming this is in the US, the tattoo would have to be given illegally. Subjecting your child to a back alley tattoo is certainly not acceptable parenting, but may or may not be abusive.

When you let a unlicensed tattoo artist tattoo you, you have a greater chance of a botched tattoo, and of becoming infected from improperly handled tattooing equipment
If there ore no other legal ramifications like child abuse, drug and alcohol abuse, I would would say the mother has no legal grounds to disallow the father to see his son.
Child Protection Services are there to investigate child abuse and situations where a child is in a harmful situation. Not being allowed a video game is neither of those.
There is nothing good about child abuse because of the emotional and sometimes physical scars that the abuser leaves behind. The abused child becomes an empty shell and a poor remnant of their former self. All too often, the offender is let off too leniently and the child may be abused again.

Some mothers may hurt there children by mean comments and punishing there children unfairly. They may not let the child have something special to them or let siblings hurt them. Mental and/or physical child abuse is almost always the cause. I cannot think of any other reason than this.
As the mother of two children, abuse can be physical, emotional, or mental. Degrading your child, spanking them, and telling them they can't do anything right all the time are all forms of abuse. Being a good parent means guidance with a gentle hand. Always listening to them and trying to show them the right way to do things. There are so many abused children out there. Let's try to be better examples.
