Does this neighbor harass others in your neighborhood? You can certainly report these things to the police. If they come out to talk to your neighbor, it may or may not do much good since the actions are a bit subtle and may be hard to prove unless you can get some confirmation from other neighbors. The bottom line is that you have to live next to this guy and if there is any other way to deal with him, try that first, or just ignore him. Most people that do these kinds of things get their big kicks out of how you react. If they don't get the reaction they want, it won't be fun anymore and eventually they will give up trying. The other possibility is the guy is really a nut ball and his actions will escalate in order to get you to react. In that case, document everything he does. Take pics and record what he says. Get statements from any neighbor witnesses. Keep a log with the specific details including dates and times so that you can present a well prepared and believable "case" to the authorities.
