It depends on the state(or where you reside).Where I reside for example, it wouldn't be illegal to DATE. But, it would be illegal to be having sexual relations with the girl. The legal age of consent for sex is 16 where I am. But it IS different in every place. so if you can, look up the laws where you live.

Dating is not an issue, but any contact could be very bad for the 17-year old and land him in jail. Why would he want to risk it? I highly recommend against it.
