The 's' used as if a chain of shoe shops were called 'shoes'. In the context of a general rest room - using womens to distigusih for 'females' this spelling is incorrect in any case. The sign should read: 'Women' (as in Men & Women), or Women's (as in Men's & Women's) - the apostrophe being posessive to the women themselves.
We don't actually have 'rest rooms' in the UK, just seperate public toilets for men and women. However, in places where there is public toilet provision for women only, men are legally entitled to use these, as the establishment should by law provide lavatory provision for both sexes.
