Depends where you live and what laws govern such actions in your country. Some countries take any form of political protest very seriously and may punish people quite severely for even minor and mild dissention. Other places may or may not have laws against the burning of flags but choose not to enforce them unless the situation is considered to warrant it. A national flag is simply a graphic realization of a symbol representing that nation and, as such, cannot be destroyed. It will always exist in the hearts and minds of citizens. It's the same with religious symbols. It's interesting to note that the great French national anthem, La Marseillaise, was banned at various times by French leaders - Napoleon I and III, and Louis XVIII - but never lost its status of a symbol of France, and was sung secretly by the people.
