If you're doing so in order to collect insurance money, then yes, it's illegal. However, if you're doing so simply in order to demolish the house and clear the land for future construction, it might or might not be legal depending on local air pollution ordinances. At the very least you'd want to check with your local police department so you didn't get accused of attempting to commit insurance fraud. It would probably be a good idea to alert the local fire department as well... they'll probably want to supervise the burn so that it doesn't spread.
