The age of consent in California is 18. So, it's perfectly alright for a 17 and 15 year old to date. I see no problem. If it progresses to sleeping together before the 17-year-old turns 18, I'd stop sleeping together once he/she does turn 18 so that he/she doesn't get arrested.

There is no law against dating. It is not illegal to 'date' . It is illegal to have sexual intercourse with the 18 year old , have sexual conversations , and ect. Kissing does not count though.
