A 16 year old can date anyone of any age. The legal age of consent in Iowa is 16.

Ages 14 and 15 can date someone less than 4 years older, so an 18 year old can date a 15 year old. Yes all this means they can engage in sexual activities.

The only stipulation to these is you can't be a school employee.

Section 709.15 forbids, amongst other things, sexual contact between a school employee and a "...person who is currently enrolled in or attending a public or nonpublic elementary or secondary school, or who was a student enrolled in or who attended a public or nonpublic elementary or secondary school within thirty days of any violation..." There exist similar laws for those who provide or purport to provide mental health services {§709.15}, officers in charge of offenders and juveniles {§709.16}.

There are no laws that state at what age a minor may date, that is a parental decision. The age of consent which is the age at which a minor can enter into consensual sex for the state is 16. The age of majority for the state is 18, the two ages apply to two totally different legal issues. The state does have many other laws (delinquency of a minor, truancy, moral corruption of a minor by an adult, etc.) that can apply in a relationship between a minor and an adult that could apply regardless of whether the parents of the minor are agreeable to the relationship or not.

While there are no laws about what age you have to be to date, there are laws about sexual activity depending on the state. That is way too young to risk even a hint of impropriety, it could ruin the older one's life. And there really isn't a reason for someone in high school to be dting someone that is in junior high or middle school. In most places you have to be at least 16 to consent, if not 17 or 18.
