In the United States, it is legal for a civilian to own a tank as long as it is demilitarized and does not have operational weapons. However, there may be restrictions on where and how it can be operated.
Radar laser detectors and laser jammers are legal to own and operate in passenger vehicles in the state of New York. Currently the only state that it is illegal to operate a radar detector is Virginia and Washington D.C.
Rail guns are not currently legal for civilian ownership or use in the United States. They are considered advanced military technology and are heavily regulated by the government.
I own over 50 airguns and rifles. I use a Laserlyte bore sight to initially sight the rifle. They make a sight for .177 to .22 Cal and a .22 to 50 Cal sight. It fits in the end of the barrel. Make sure it's snug when you adjust it and remember to remove it before you fire the rifle. see http://www.laserlyte.com/Laser_Bore_Sighter/LBS-1722-140/index.html

Laws vary by jurisdiction. In the US, a civilian can. In other countries, they may not be able to.
Only if you have a automatic weapons lisence. Actually, a more correct answer is, it depends on where you are. In the U.S. they are legal to own, in most states, if it was manufactured before May of 1986. You do not have to have an automatic weapons license, but you do have to pay a fee to register it with the ATF.

That depends on the gun laws in your locale. Some countries prohibit civilian ownership of firearms chambered for military cartridges, and some prohibit civilian ownership of firearms, period. However, in the US, the WWII rifles have been by the government into the civil market, or else have been released through the Civilian Marksmanship Programme.

There are 2 ways to easily sight-in a rifle. With a laser bore sighter or by shooting. First you'll want to clean your rifle and tighten any loose screws for your sights (Remember, a dirty gun is an inaccurate gun). If you choose to use a laser, just simply adjust the sights and double check. To sight-in a rifle by shooting, you'll want to rest your rifle on a table to ensure your gun has as little movement as possible while you're shooting and adjusting. It also helps to have very little wind. Just aim for a bullseye, take a few shots (3 or more in case of any wind or bad ammunition) and adjust your sights until they're accurate. Repeat a few times to ensure accuracy. If your own a bore laser, I suggest using both of these methods. First sight-in using the laser, then check by firing. Sighting-in an MoA scope is significantly more difficult.
