To answer your question, technically it's NOT OK to drive with a cracked windshield. It could obstruct your view, depending on how bad your windshield is cracked.

It's it a few rock chips, then you should be fine until either:

1. The rock chip expands and starts a long crack in your windshield

or 2. You get pulled over and the officer explains to you about your crack windshield. Usually he'll let you go with a warning.

I've been pulled over 3 times once, while I had a crack in my windshield that was about 1 foot or 1 1/2 feet. I was in the top middle, and wasn't really obstructing my view, but still the cop saw it and pulled me over to talked to me. I just told it I was in the process of repairing it (actually did 3 days after that).
