It should be if it isn't because it can be likened to blackmail and extortion. A core charge traditionally applies to batteries and rebuild able automotive parts like engines, alternators, starters, etc. If you can't provide a rebuild able part, there is an additional fee for the core components, aka the core charge.
These recycling yards are applying core charges to everything and anything that has a scrap metal value. They are not in the business of rebuilding or refurbishing automotive parts. They charge you a "Core" charge to steal your scrap metal. Either you return with your old parts and are refunded. They say it's for the "planet". Obviously they are selling a lot of metal to scrap yards at a profit. They are making a killing already on the catalytic converter, and often times especially with older cars the value of the platinum metals recovers more than they paid for the car to begin with and everything they do from there forth is for 100% profit. They are extorting and blackmailing you to return with scrap metal or be stiffed for a misapplied core charge.
CLASS ACTION LAWSUITS ARE the ANSWER
The price varies on the make and the model. A parts house will take it as a core charge if you wish to purchase a new one. Otherwise you wont get much for it. I suggest you post it in classifieds.

A re-manufactured engine for that Kia goes for aprox $2750 plus tax. Misc parts like oils & filters, hoses, belts, antifreeze, motor mounts, tune up stuff and such, plus labor, aprox another $1000 to $1400. Aprox total cost, parts and labor $4200. The manufacturer that supplies the engine will expect a rebuild-able core from you. If the bad engine is "blown up" you will have to pay a core charge which could be rather stiff. You have another option. A good used engine from a trustworthy salvage yard would probably cost you $1000 plus tax. The good used engine, plus parts and labor may cost you $2400 total.
Because the core establishes the value of the part you are purchasing, so the state is gouging you for extra money. Even though the parts supplier will take off core charge when you return used part, they state will not let them refund the sales tax. You're basically paying tax for no reason at all. Every state is different, so check your state's guidelines on auto suppliers " core " tax.
It could be used as evidence against the recipient if the creditor has to sue them in court.
A dispossess charge typically refers to a legal action brought by a landlord to evict a tenant from a property for failing to pay rent or violating the terms of the lease agreement. It is a legal process used to regain possession of the property from the tenant.
"Leaving The Scene of an Accident" and "Hit and Run" seem to be used interchangeably.
Refurbished replaement parts are manufacturered to be direct replacements for original equipment parts and are designed to perform to the exact specifications as the original. These parts are extremely time consuming to replace. Do you really want to buy used parts and go to all the trouble of replacing them only to have them fail in short order. Buy new parts, especially the heater core.
