I do not believe this is legal for many reasons. Obstructing the flow of traffic. If the kids are under 18, endangering the life of a child. If adults playing, too, then maybe contributing to the delinquency of a minor. Maybe you could call Child Protective Services. Have the kids put in a foster home. Maybe noise ordinance. We have the same problem in California and I know the frustration. We have called the cops a hundred times and they won't do anything. They say it is perfectly legal but it is not. There are laws against a person being in the street. They can only cross at crosswalks or corners and can not even cross in the middle of the block. So how could they be allowed to play ball in the street all day and half the night. They drive us nuts, too. One guy said he is ready to run them over with his big SUV and the cops didn't even care about that. I hope you will have better luck by contacting some agencies that might help, but in California the cops are worse than the gangs and they will not do anything except pick on innocent people for no reason at all and leave the gangs alone and let kids play in the street. One man I know could not even take a walk without getting stopped by the police and he was doing nothing but walking down the sidewalk.
