I doubt it, especially if you are under 21 it can be a extreme hazard for the fact you aren't paying attention to the road when you look at your laptop, it takes too much attention away from you driving.

This rule also applys to driving when you are on your cell phone when are 18 or 21(not sure) In the UK age has nothing to do with it, the answer is NO.
