In a nutshell: There is no real legal risk to you, the video uploader, when using original / copyrighted music in a video and then uploading that video to YouTube.
Strictly speaking, it is not legal, and certainly not encouraged. But it's YouTube's responsibility. If anybody are at risk, it's YouTube, not the amateur video producer who uploaded the video.
BUT: If YouTube finds out about it, they will remove the entire sound from your video and all that will be left is a muted, soundless video. In order to ensure that this does not happen to your video, you should use only Youtube Safe Music (i.e. licensed stock music) in your video. You can buy a legal license to music from an online music library, stock music site, such as this one: http://www.shockwave-sound.com . From here and similar sites you can pay a few dollars to have a music track legally licensed for use in your video.
YouTube have been in negotiations with the recording industry about a potential arrangement where YouTube pays the record companies a small sum for each time their copyrighted music is used in a YouTube video. However, so far (at the time of writing this), such an agreement has not been reached.
