if you are paying for phone only then most cable companies put a data trap at the pole or ped where your coax cable is connected. so no usable tv signals are there.
If his TV is cable ready and your cable company offers basic cable with out a cable box then just use a cable rated splitter and run the cable to his TV without a box he will only get basic and probably advanced basic. You need a cable box or a TV with a built in decoder to get digital signals.

Not all areas of Maine have cable. I am not sure when it arrived in Maine. But I know of many rural areas as mine that have still got to use Satellite DTV and Dish Networks as our Television viewing options. We cannot get Cable in my town as the townspeople here are afraid that it will raise their taxes on their homes having Cable here in our town. There are many areas that just don't have the service and/or the townspeople are against it. It depends on the town and the townspeople if they want it or not. So it is not fully all in Maine. As far as the date and when it came to Maine I am sure it was not too long ago, as Maine is quite far behind with most technology and new things. As I have noticed since living here it is a slower pace of life Which I don't always mind.
normally when you get digital cable you are getting more channels on that tv. (beond basic) All the other TVs in the house will still get basic. Some cable companys charge for the extra sets if you have them put it in. If the wires are there all you need is the splitting device and you can hook up all the tv yourself.. with satelite its a little different. you need a receive hooked up to the tv.
The cable box itself would not be an issue. Cable boxes will not work on their own, there must be a live feed of cable for the box to have channels to choose from. If someone is not paying for that cable to be available at that residence but for whatever reason there is a live feed coming through, it would be seen as illegal.
