All the branches of the government are supposed to be equal to terms of power due to checks and balances created by the founding fathers. Congress can be extremely powerful if there is a clear majority faction that controls both the Senate and the House of Representatives, but it is weak if the members of the Senate or House are too divided to agree on anything.
