All the neo-mansard styles( 1960-1970) I have seen had a second story inside the roof . Victorian era (second empire) houses may be different; I have never been inside one. However, I believe that the definition of mansard is a raised roof with flat sides to accommodate an additional story.

In home construction what is the definition of a half-story and can the half-story be at ground level The answer will determine if a house under construction violates restrictive covenants or not.?

Usually a "half~story" refers to a home where the "attic" is finished and "liveable". ie a "story and a half home". I suppose it could be at ground level if the main level is a "walk out basement" where the primary living space is located.
