Is the tenant or landlord responsible for the dryer vent cleaning?

If the tenent is or does get sick because of mold, animal dander pest or otherwise, asbestos particles, lead paint dust or other airborne pollens it may be worth it for the landlord to have the system cleaned. With all of these air pollutants easily tested for today in easy to use containers available in hardware stores, the headaches from litigation and court fees can be avoided by a less expensive cleaning. Unfortunatley unless you can prove that these bad particles were brought there by the tenent you're fighting a losing battle as a landlord. Now if you're the tenent and you're allergic to common household dust, the burden may be on you. With all of the hepa filter shop vacs and stove pipe cleaners out there, I bet you could get 90% of the debris out of the vents with a simple cursory cleaning and replacing the filter on the furncae with a more advanced filter. This would require you to get off your butt and work together.

I would say the tenant. the owner isn't the one who uses the dryer.
