According to a deputy sheriff that I asked the same question, it is to be judged by the officer who arrives to a call of excessive noise as to whether it is a nuisance or not and upon hearing the noise for himself and judging it excessive he must issue a verbal warning then be recalled to the same place 3 times for the same thing to be able to issue a citation. Usually they notify said offender on the second call that one more and it will cost them. As far as noise coming from a moving vehicle, it is fully against the law for a car to project noise that exceeds the sound of its own unmodified engine but we all know they don't enforce that.
