In general a "gang" means 3 or more persons getting together to either commit crimes or to share a common identity. If you take that definition literally, then yes almost every city in the US has gangs. Does Pines have gangs like LA does, no. The gangs around here are usually teenagers or young adults committing crimes that range from selling drugs to burglary or cars and homes. Although this may or may not answer your question, know that Pines is a great place to raise a family and it has been listed as the #1 place to do so a few years back.
