YES your assets (except for a few special exemptions) are available to pay your creditors. One of those assets is money from the settlement. (I can't imagine why you may think this would be exempt? Are some of the debts your wanting discharged caused by the same thing as the settlement? So, discharge you from debts for something but let you keep the payments that you got for it?)
