It depends on what you mean. Generally speaking, there is no license to "use a firearm." In most U.S. states, a non felon 21 years or older can get a permit to carry a handgun, but the permit, in and of itself, doesn't give you any right to use the gun, only to carry it. In order to justifiably use the gun in self defense, your life must be in danger. Other uses, such as target shooting, don't require a license (at least, not in most states).
