Because there are different ways to hurt people and to violate property rights. One could act essentially in good faith and still violate a civil law. On the other hand, it seems less likely that one could commit a criminal act and not know on some level that it violates a criminal law.
Law enforcement, as such, does not violate the bill of rights. Violations come from errors or malfeasance on the part of the enforcers.
