One hand was not fully developed at birth. Is this considered handicapped?

The definition of a hand is a Thumb and a trigger finger (so you can hold a gun and shoot someone....) so if the hand does not have these two digits and the person wants to get into the arm then this is a disability... The hand is stopping the person from doing what they want to do therefore is a disadvantage his hand is limiting their actives.... The big problem is peoples prejudice's against what is believed to be normal, this in itself disables people... So the short answer is no unless the hand brings the owner any disadvantage, then it becomes a disability.
