You're asking for an opinion. Mine is that not only should they be stricter for teenage drivers, but they should be for ALL drivers, as well. I think it's utterly ridiculous that, while a commercial driver has to deal with special licencing requirements, HOS regulations, random inspections by motor carrier enforcement, any retiree can jump just right into a motorhome built on a Class 8 truck chassis without the slightest bit of training or upgrading of their licence.
