The question misunderstands the assertion. It is not that Hamas Leaders locate themselves in civilian areas that is the issue, but that rockets and missiles are launched from civilian zones. As a result, Israel finds that in destroying the weaponry, there are civilian casualties. Additionally, Hamas adds to the carnage by specifically choosing places like schools where the innocents involved will be women and/or children. Israeli leaders usually put missile batteries, military airstrips, and other war-related technologies outside of civilian zones (like most countries) so that conflict will not involve civilian casualties.
Note that unlike certain others, Israel does all it can to avoid targeting civilians.
