They enacted laws that disallowed the newly freed black slaves of having civil rights, since they weren't officially US citizens yet. The laws are called the "Black Codes". They were pretty quickly repealed, and the 14th Amendment to the Constitution was passed shortly thereafter to prevent similar laws from being passed again. However, that didn't stop the policy of "segregation" and the related Jim Crow laws from coming into effect in the 1870's, lasting until the 1960's.

The Ku Klux Klan did begin as a prankish social organization, but soon became more sinister. It began targeting Reconstruction governments in retribution for the increased rights they gave to blacks.
