They enacted laws that disallowed the newly freed black slaves of having civil rights, since they weren't officially US citizens yet. The laws are called the "Black Codes". They were pretty quickly repealed, and the 14th Amendment to the Constitution was passed shortly thereafter to prevent similar laws from being passed again.
